How to Turn a Photo into a PDF on Your Phone (iPhone and Android)

Someone asks for a document "as a PDF" (an ID, a receipt, a paper invoice) and all you have is the photo you just took with your phone. Many forms and government websites won't accept JPG or PNG, so you need to convert it.

Here are three ways to do it without installing anything.

Option 1: online converter (iPhone and Android)

Works the same on any phone with a browser:

  1. Open the image to PDF converter in Safari or Chrome.
  2. Tap the upload area and pick the photo from your gallery (or take a new one).
  3. Tap Convert and download the PDF.

It accepts JPG, PNG, WebP, GIF, BMP and TIFF, and the image is centered and fitted to the page automatically. It currently converts one image at a time, so convert multi-page documents page by page.

Option 2: iPhone, using Print

iOS can make a PDF from almost anything:

  1. Open the photo in the Photos app.
  2. Tap Share and choose Print.
  3. On the preview, spread two fingers apart over the page (like zooming in).
  4. The PDF opens full screen: tap Share again and save it to Files or send it straight away.

Option 3: Android, using "Save as PDF"

  1. Open the photo in Google Photos or your gallery app.
  2. Three-dot menu > Print.
  3. At the top, choose Save as PDF as the printer.
  4. Tap the PDF icon and pick where to save it.

Menu names vary slightly between manufacturers, but print-to-PDF is available on every recent Android phone.

Tips for a readable PDF

  • Light and framing. Shoot in good light, without your hand's shadow, with the document filling most of the frame.
  • Crop before converting. Remove the table and edges in your phone's photo editor for a cleaner PDF.
  • Straighten it. A crooked photo makes a crooked PDF. The photo editor can rotate and fix perspective.
  • Watch the file size. Many forms cap uploads at 1–5 MB. If your PDF is too big, take a screenshot of the photo (it's lighter) and convert the screenshot.

If you need the text, not just the image

A PDF made from a photo is an image inside a PDF: it looks fine, but the text can't be selected or copied. If you need the written content, see our guide on how to extract text from a PDF.
